Lawmakers passed a tax plan that would limit property tax bills for most homeowners to 1 percent of their home’s assessed value, with 2 percent limits on rental property and 3 percent caps on business property. The state would take over some local levies, and the sales tax would be raised from 6 percent to 7 percent to help pay for tax relief.
