Bloomington man charged with rape, domestic battery

A 34-year-old Bloomington man was arrested Monday after being charged with rape, domestic battery and criminal confinement.

Police received a call around 9 p.m. Monday. The caller reported that Anthony McDowell was forcing his way into a house and violating a restraining order. When officers arrived, McDowell was compliant with police and taken into custody, Bloomington Police Department Capt. Steve Kellams said. Police then interviewed McDowell’s girlfriend, 52.

McDowell's girlfriend said she and McDowell had been living together, but he had recently grown aggressive, violent and paranoid due to health issues and abuse of methamphetamine.

The girlfriend told policeMcDowell grabbed and twisted her head Sept. 20, causing severe neck pain, Kellams said. She also told police that on Sept. 23, he held her down and forced her to perform oral sex on him. McDowell put her in a bathroom Monday morning and wouldn’t let her leave for ten minutes.

When police interviewed McDowell about these claims, he said he had difficulty remembering anything. He did not mention anything about drug abuse.

The victim had a restraining order filed against McDowell on Monday morning, but because it had not yet been served he will not be charged with a violation.
