Leroy Neal, 60, was arrested on preliminary charges of resisting law enforcement at about 12:49 p.m. Sunday, according to a Bloomington Police Department arrest report.
BPD officers were dispatched to People’s Park on 501 E. Kirkwood Avenue in response to a fight, Lt. Brad Seifers said.
When officers arrived at the park, they observed Neal standing and waving his hands in the middle of the park, Lt. Seifers said.
The man told officers he had been hit by someone, but he didn’t know who.
As other officers arrived, Neal began to physically resist them.
The man was transported to the IU Health Bloomington Hospital to receive treatment for injuries sustained prior to the officers’ arrival and to receive a psychological evaluation, according to the report.
The man had a scuff on his forehead, Lt. ?Seifers said.
