Public Safety employee charged with child porn possession found through messaging app

Stephen E. Walker, a since-removed Bloomington Board of Public Safety member, was arrested on child pornography possession charges Oct. 2 following an investigation into Kik Messenger accounts, according to a probable cause affidavit.  

Walker worked for the Indiana Department of Correction for about nine years, but no longer works for the department, according to an email from Chief Legal Officer Anna Quick.  

In the affidavit, Bloomington Police Department Detective Kevin Frank wrote Walker, 34, “knowingly and intentionally, with the intent to view, possessed and accessed imagery that depicted a child less than 18-years of age, which showed and described sexual conduct.” 

The investigation leading to Walker’s arrest began in February, when Boston’s FBI division conducted a criminal investigation into and arrested a man referred to as “BW” for possessing and distributing child pornography, the affidavit said.  

BW used the social media platform Kik to distribute nude images of his now 13-year-old stepdaughter to Walker. During BW’s arrest, he admitted to accessing his stepdaughter’s electronic devices, where he obtained several nude images she had taken of herself, according to the affidavit.  

Search warrants revealed that between Feb. 10-14, hundreds of messages were exchanged between BW and Walker’s Kik account — captainamerica250. Between Feb. 12-14, BW sent approximately 33 media files to Walker.  

On Feb. 12, BW sent Walker five images considered child sexual abuse material of BW’s stepdaughter.  

Before these images were sent, Walker asked about her age. BW told him that she was 13-years-old. Throughout their messages, Walker described how he would sexually assault BW’s stepdaughter, according to the affidavit.  

Through subpoenas sent to Kik, Google and Verizon for the IP and email addresses, accounts and phone numbers connected with captainamerica250, Walker was identified.  

A Monroe County Circuit Court judge granted an affidavit and search warrant for Walker, his residence and vehicle after Frank submitted the requests Sept. 26. 

BPD located Walker near his Bloomington residence on the morning of Oct. 2. At the start of Frank’s conversation with him, Walker “attempted to conceal that he had knowledge of what was taking place.” 

Later, Walker acknowledged the Kik username captainamerica250 was his. He also disclosed his email address and phone number, both of which were connected to the Kik account.  

"I then began asking Stephen why he was conducting this activity,” Frank wrote in the affidavit. “At this time, Stephen advised that he was done and was requesting a lawyer.” 

BPD seized electronic items that will be examined by the Indiana State Police Cyber Crimes Division.  

On Tuesday, a judge signed an order for Walker’s monitored conditional release with an internet monitor. Walker’s pretrial conference is set to occur at 1:45 p.m. Nov. 11, 2025.
