IUPD captain arrested for felony fraud and theft May 30

 

IUPD Captain Christopher Collins was arrested May 30 for felony fraud and theft over $750. 

According to the Probable Cause Affidavit from the Monroe County Prosecutor’s Office, Bloomington Police Department requested a warrant for his arrest after a six-month investigation by BPD where they found Collins deposited $8,000 deposit into his personal bank account from money his husband, Robert Casad, is accused of stealing from a past employer.  

IUPD Public Information Officer Hannah Skibba said in an email Collins was placed on administrative leave pending the criminal process's outcome.  

BPD Captain Ryan Pedigo did not respond by the time of publication. 

Collins was booked into Monroe County Jail at 1 p.m. on May 30. Casad was booked into jail later that evening on 13 separate felonies of theft and fraud.  

The initial court hearing for both men is scheduled for June 6. 

According to the PC Affidavit, CEO and member of board of directors for Innovative Surgical Designs David Anderson reported to BPD on Nov. 29, 2023, that a former employee, Casad, who was the office manager, had taken funds from the company without permission.  

ISD is a medical device design and manufacturing company that also produces firearms located in Bloomington. According to the PC Affidavit, Casad oversaw day-to-day operations and recorded debits and credits to ISD. 

Anderson provided BPD with copies of several checks and transactions that were potentially stolen from the business. BPD determined 38 transactions between October 2021 and October 2023 made by Casad were non-business related and totaled $32,672. According to the PC Affidavit, ISD wishes to pursue criminal charges.  

One of the transactions, the check for $8,000, was made to 3C Properties. It was deposited then transferred to Collins’s personal account Sept. 6, 2023.  

Collins is the registered agent of 3C Properties LLC, a property company. Collins’s bank account shows no other affiliation with ISD, according to the PC Affidavit.
