Man arrested for outstanding warrant, drug possession

Andrew W. Hall, 26, was arrested Tuesday afternoon on an outstanding warrant for reported theft. He is also being investigated for drug possession, Capt. Joe Qualters said. The Bloomington Police Department received a call from a McDonald’s employee at about 2 p.m. regarding suspicious activity inside the restaurant.

An employee reported seeing a possible drug transaction. When officers arrived, the employee gave the description of Hall to officers. Officers asked Hall to step outside, and they searched him for possible weapons. He had a folded pocket knife in his left pocket, and he repeatedly reached into his right pocket, even after officers told him not to.

Officers found a lighter, a hypodermic needle and a clear baggy with a crystal-like substance in his right pocket. When officers attempted to identify Hall, he provided a false name. When they identified Hall, he said he lied because he thought he might have an outstanding warrant. Capt. Qualters said officers are still investigating the possible drug transaction and the items in Hall’s possession.

Hall did have an outstanding warrant for possession of stolen property from April 2014. A female had reported to officers her Samsung Galaxy cellphone had been stolen out of her back pocket at The Bluebird Nightclub. The woman was able to obtain a series of photos and videos taken by the person, possibly by using her online Samsung account, Capt. Qualters said. The images showed a white male in his early 20s with lip piercings and large earrings.

Officers were able to identify Hall as the subject.

The phone has not been recovered.
