Enright has served three nonconsecutive terms since 1996.

“My duties include constant outreach to the public. Doing the survey work takes me into the field and out to peoples’ homes at a constant and regular pace. Plus, my membership on the Plan Commission, Drainage Board and Storm Water Board keeps me on the pulse of many vital issues confronting the community. CATS TV does a fabulous task of taking our board discussions to the public. The public is well aware that I’m not shy about mixing it up in these deliberations.

“Essentially, what is most important now is working inside on myself. There is much training, learning and building new procedures because of the escalating rate of change in technology.

“These changes affect the city, county, state and federal operations, so there are intra-departmental and inter-governmental challenges that need to be tackled. Changes in cadastral information, flood hazard area mapping and integrating new LIDAR surveys are revolutionizing our business operations.

“I’ve pioneered geographic information systems in Monroe County with the first governmental license in 1997 with a grant from (Economic and Social Research Institute). Both the City of Bloomington and Monroe County were using Genamap software at that time. Bloomington still uses Genamap, while the county has followed my lead and has gone with Arc Map, which is standard with most governments, businesses and universities.

“I’d started early on with the Geodetic HARN survey of Indiana in 1997, which was based upon Point Bloomington, the only A-order geodetic monument in the state. Adding geodetic survey accuracy and precision into GIS cadastral land records is a daunting task. I am the elected surveyor while all this is happening, which is both exciting and stressful.”
