Couple arrested for drug charges, neglect of 2-year-old son

Bloomington residents Richard Chandler, 24, and Kayla Miller, 22, were arrested in front of their 2-year-old son Wednesday for conspiracy to manufacture methamphetamine.

Bloomington Police Department Lt. Bill Parker said officers responded to a parking lot in Winslow Court after receiving an anonymous tip that two people were sitting in a parked car doing drugs with a baby in the back seat.

When officers arrived to the location at about 8:15 p.m., Parker said Miller was standing outside the vehicle, a blue Chevrolet Monte Carlo. Chandler was still sitting in the car, and the baby was still in the back seat.

Miller already had a warrant for her arrest in Lawrence County, and Chandler had a warrant for his arrest in Monroe County for forgery and theft.

When police proceeded to search the car, Parker said they found ingredients used to cook methamphetamine, including several different chemicals, coffee filters, batteries and plastic tubing. They also found a hypodermic needle. Chandler allegedly admitted to shooting heroin.

He also allegedly admitted to cooking methamphetamine, but not in the car.

BPD officers contacted the Indiana State Police Lab Unit to assist with the chemicals.

Chandler and Miller were arrested and booked into the Monroe County Jail.

Chandler is being charged with conspiracy to manufacture methamphetamine, admitting to shooting heroin, maintaining a common nuisance, possession of paraphernalia, neglect of a dependent and possession of a hypodermic needle.

Miller is being charged with conspiracy to manufacture methamphetamine, neglect of a dependent and maintaining a common nuisance.

The baby was released to Chandler’s great-grandparents.
