Man arrested after children report he was standing naked on patio, 'tickling' his penis

A Bloomington man was arrested Sunday after three children told police he was standing on his back patio stroking his penis.

At about 8 p.m. officers responded to an indecent exposure call in the 1300 block of North Arlington Park Drive, Sgt. Jeff Canada of the Bloomington Police Department said.

The three children — two nine-year-olds and one ten-year-old — told police they were playing in a playground behind the residence of Donald R. Stocksdale, 58, when they saw the man standing on his patio nude, Canada said.

The children told police Stocksdale was playing with and tickling his penis while yelling, “Here, kitty, kitty!”

The children ran home and told their parents, who then called the police, Canada said.

According to the report, when the officers arrived at the residence Stocksdale told them he had not been outside, naked or touching himself. He admitted to yelling for his cat, however.

“I don’t do that stuff,” Stocksdale told the officers, who then asked him what he meant by “that stuff.”

“Masturbating,” he said.

Stocksdale was arrested on a preliminary charge of performing sexual conduct in the presence of a minor, a class D felony.

Stocksdale was previously arrested in August for indecent exposure.
