Players, owners forge new steroid policy with penalty for first-time offenders

SCOTTSDALE, Ariz. -- With some of its biggest stars under suspicion and lawmakers demanding action, Major League Baseball adopted a tougher steroid-testing program that will suspend first-time offenders for 10 days and randomly test players year-round.

On May 6, 2003, then-Indianapolis Pike High School superstar Robert Vaden reneged on his oral commitment to play for Gene Keady and the Boilermakers, only to choose their neighbors two hours south.
