Noel Montes Cazares is being charged with murder, arson, neglect of a dependent and obstruction of justice. Riverside, California, police arrested Cazares, 49, on Thursday night. Cazares told Bloomington authorities his name was Giovanni Bush after a Feb. 10 house fire.
