Barrett is a former teacher, coach, public school administrator and superintendent. He served six years on the Indiana High School Athletic Association Board as Educational Consultant. He graduated from the Indiana University School of Education with Bachelors of Science in 1971 and Masters of Science in 1976. He received an Educational Specialist Degree from Indiana State in Indiana State University in 2000.

“School Finance is the biggest issue facing MCCSC and most school corporation in the state.  Fortunately, MCCSC has a referendum to help in this area for the next few years.  The School Board needs to develop a long range financial plan to make sure we have the funds to pay good teacher salaries thus keeping excellent teachers in our classrooms. 

"I believe we need to work in the best interest of students in our financial planning by having funds to support student educational programs.  I have served as a public school superintendent and completed several school corporation budgets over the years. This experience gives me the knowledge and understanding to help the school corporation plan for the future.
