New laws going into effect July 1

HEA 1402
Prohibits in-state tuition for illegal aliens. Provides that an individual who is not lawfully in the United States is not eligible to pay the resident tuition rate that is determined by the state educational institution.

HEA 1102

Bans the sale or possession of synthetic marijuana and salvia and makes the punishment for doing so equal to the sale or possession of marijuana.

HEA 1002

Makes it easier to create charter schools by expanding the number of officials who are empowered to create them.

SEA 0078

Changes alcohol identification laws to only require ID from people who reasonably appear to be under 40 years of age.

SEA 0495

Makes it illegal for a school corporation to sue the state government except when challenging an adverse decision by a state agency.

Limits teachers’ collective bargaining rights.

HEA 1210

Creates increased restrictions on abortions. Makes it illegal to perform an abortion after 20 weeks except in certain cases.

Requires a physician performing an abortion to show the woman seeking the abortion a photo of the ultrasound and also requires the physician to inform the woman in writing and orally of various risks involved and alternatives to abortion.

This law also stripped federal funding to Planned Parenthood and required physicians to inform women seeking an abortion that a fetus can feel pain before 20 weeks.

A federal judge placed an injunction on these two parts last week.

SEA 0001

Establishes an annual staff performance evaluation that categorizes teachers as highly effective, effective, improvement necessary or ineffective.
