Is the point of this article the ability to provide affordable education to immigrants?

If Chuy is looking for affordable education, he can do what many other students do, and attend a local junior college before transferring to IU.

I remember many students being able to do that and having to because of economic reasons.

If a secondary focus is making sure this family has affordable education at a first-rate university, it would make sense to include out-of-state families who want an affordable educational opportunity from the same university, and how that opportunity is all but impossible because of in-state requirements.

Obviously the main point of the article is providing quality education at an affordable price for immigrants.

While it is nice that Chuy wants affordable education, he should be required to follow the same rules as everyone else.
