A rescue dog led searchers Tuesday to the 12-year-old Boy Scout who went missing Saturday on a group hike in the North Carolina mountains. The boy was found alive, but weak and dehydrated, a mile from the camp he wandered away from days before.

Russia is pulling out its experts from the Iranian nuclear reactor site they were helping build, U.S. and European officials said Tuesday. The move reflected a growing rift between Iran and Russia that could lead to harsher U.N. sanctions on the Islamic republic for its refusal to stop uranium enrichment.

Republicans and Democrats sternly warned the FBI on Tuesday that it could lose its broad power to collect telephone, e-mail and financial records to hunt terrorists after revelations of widespread abuses of the authority detailed in a recent internal investigation. Their threats came as the Justice Department’s chief watchdog, Glenn A. Fine, told the House Judiciary Committee that the FBI engaged in widespread and serious misuse of its authority in illegally collecting the information from Americans and foreigners through so-called national security letters.

Flames engulfed a nursing home in a Russian village Tuesday, killing 62 frail and elderly residents after the night watchman ignored two alarms and emergency teams took nearly an hour to arrive. At least 30 people were injured.

More than 10 million of a record 110 million doses of the flu vaccine, unsold during this year’s mild flu season, will expire at midnight June 30 and will be written off as trash. The doses will be discarded before a new supply is guaranteed.

At least 219 gay couples applied to join in civil unions during the first month the legal institution was available in New Jersey, a state agency said in a report issued Tuesday. Civil unions offer gay couples the legal benefits of marriage – but not the title. New Jersey lawmakers created the institution last December in response to a state Supreme Court ruling two months earlier that said it was unconstitutional to deny gay couples access to the protections of marriage.
