Harper earned her undergraduate degree at IU-Purdue University Indianapolis, later studied at the IU School of Law at Indianapolis and was admitted to the Indiana State Bar in 1982. She previously served as law clerk to the former chief justice of the Indiana Supreme Court and was a state public defender and a director of training for the Indiana Public Defender Council.
“I brought my years of experience in the law, in training and in fiscal management to the unified court when I was elected six years ago. I will use my prior experience practicing law to enhance the interpretation and application of the law to the cases before me in a fair manner.
I will continue to use my prior experience in training to help guide defendants before me ... and to use my fiscal experience to help our unified court to structure and to maintain a responsible budget. I also hope to see innovative projects throughout the civil and criminal courts continue to be developed and brought to our community to help our citizens.
