Pierce was born in Newton County, Ind. and has lived in Bloomington since 1980.

Pierce graduated from IU in 1984 with a BA in telecommunications and political science. In 1987, he graduated from the IU School of Law.

Since then, he has been admitted to practice law in Indiana, Colorado, Pennsylvania and the District of Columbia. Pierce was the chief of staff for Congressman Baron Hill and has served as the principal clerk of the Indiana House of Representatives.

In 1988, he began work for the Indiana General Assembly, working as a legislative assistant, research and policy analyst, majority attorney and minority attorney. Pierce sat on the Bloomington City Council representing Bloomington's Third District. He was first elected to the Indiana House of Representatives in 2002.
