The Centers for Behavioral Health will hold a ceremony honoring police, fire and other emergency responders at 10 a.m. Saturday outside the Center's office at 645 S. Rogers St.\nThe program will honor those the memory of those lost on Sept. 11 and also dedicate a new flagpole.\nSpeakers include City Council President Chris Gaal, County Commissioner Brian O'Neill and Ed Vande Sande, emergency services director for the Monroe County chapter of the American Red Cross. \nA reception will follow the event. The agency initially had put December\'s rate at 5 percent but has since adjusted the figure upward to reflect new data.\nJanuary's dip in unemployment was the first month-to-month decline in Indiana since February 2001, when the rate was 3.9 percent.\nSince then, Indiana's unemployment has climbed at a faster pace than the rate for the nation as a whole. Indiana has been particularly hard hit in the recession, in part because of its manufacturing-dependent economy.\nHowever, the nation\'s rate in January remained higher than Indiana\'s at 5.6 percent.\nDespite the slight January decline, Indiana's unemployment rate is at its highest level since 1994.\nHenry County woman found in trunk of car in Texas\nGREENFIELD, Ind. (AP) -- A Henry County woman abducted from a Wal-Mart parking lot was found bound with rope and tape in the trunk of her car in northern Texas, an Indianapolis television station reported.\nPolice in Amarillo, Texas, told WISH-TV Wednesday that Kristi Jordan, 31, was found tied in the trunk of her car Tuesday morning with rope wrapped around her wrists and duct tape around her legs.\nJordan told police she pushed the trunk open and called for help after she felt the car come to a stop.
