Man arrested for panhandling

Charles Perine, 67, of Bloomington was arrested Friday afternoon on preliminary charges of panhandling, a Class C misdemeanor, according to a Bloomington Police Department arrest report.

BPD received a call around 3:15 p.m. from a woman who stated that a man was walking in the roadway around the 3000 block of West Third Street, Sgt. Jim ?Batcho said.

Officer Kevin Frank parked at a nearby Kmart and observed Perine blocking northbound traffic as he shoved a sign in car windows and banged on windows. Officer Frank then approached Perine and identified himself, at which point Perine started to become belligerent. He told Frank to go do something else other than talk to him.

Perine was subsequently arrested for panhandling.
